Rules of Quarters

Two consecutive frames of strikes constitutes a streak.
All bowlers who didn't streak add a quarter to the pot.
There can be only one active streak.
The pot is paid out to any bowler who converts a 4-bagger while there is an active streak.
A new streak only begins with 2 strikes after the last streak ended.
If there is no streak, the quarters are paid out to the bowler who last struck before the 10th frame of the third game.
Strikes carry over between games.

A Quarter is added to the pot under the following conditions:
A streak is started
A turkey is not converted into a 4-bagger (any bowler during a streak)
A gutter on the first ball of frame (any bowler during a streak)
A hanging (regardless of whether a streak is active)
